Samuel Hook - Executive Director
Sam Hook has extensive experience in the fields of financial,
business and government consulting. Prior to becoming the Executive Director
of FPS,
he worked for the Federal Reserve Bank in New York. He then joined PriceWaterHouseCoopers
in their Capital Markets group in New York. After moving to Washington, D.C.
area, Sam worked
for Arthur Andersen in their office of Government
Services. After leaving Arthur Anderson, Sam
joined Greenberg Traurig as Director of Federal Program Services. As it became
clear that many organizations lacked the expertise to access the public and
private resources avaliable to them, Sam established FPS to bring these resources
to select clients.
Mourene Tesler - Western Area Director
Mourene Tesler has been in the field of Rehabilitation for over twenty years
as the Executive Director of the Center on Deafness, an independent living
center, and a Program Specialist with the United States Department of Education,
with national expertise in State Rehabilitation Programs, Independent Living
Centers, Client Assistance Programs, Protection and Advocacy of Individual
Rights Programs and deaf issues. She has provided professional technical
assistance in all aspects of grant and program management and federal compliance
for rehabilitation-related programs.
As State Representative and Functional Specialist for the Federal government,
Mourene has personally been responsible for the oversight of over $20 million
in Federal grant funds. Her responsibilities included evaluating and negotiating
State plans for services and recommending the plans for approval and funding;
monitoring compliance with the Rehabilitation Act and regulations and other
Federal laws through on-site hearings and reviews and reviews of reports;
and providing guidance and program assistance to State programs.
